Job Description

The Office of the Auditor General Zimbabwe (OAG) is the Supreme Audit Institution (SAI) of Zimbabwe. As the Centre of excellence in providing auditing services, the OAG upholds values of commitment, respect, empathy, accountability, teamwork, and integrity.

Job Purpose of the Afore-mentioned Position

The Office of the Auditor General Zimbabwe (OAG) is seeking a highly competent Deputy Director of Procurement to join their dynamic team. As a Deputy Director of Procurement at the OAG, you will play a crucial role in providing guidance and technical advice regarding the planning, budgeting, and controlling of the Procurement and Disposal of Assets function.

Your expertise will ensure value for money in the entity’s procurement activities. Reporting to the Director of Procurement, you will be responsible for overseeing and managing various procurement processes and activities.

Duties and Responsibilities

  1. Plan and organize the procurement activities of the Office.
  2. Provide high-level technical guidance in work requirements and methods.
  3. Oversee the preparation of bidding documents in compliance with the Public Procurement and Disposal of Public Assets Act.
  4. Supervise the preparation of bidding notices and shortlist.
  5. Manage bidding processes, including pre-bidding meetings, clarifications, and the receipt and opening of Bids.
  6. Supervise the Office’s evaluation committee in accordance with the Public Procurement and Disposal of Public Assets Act.
  7. Manage the evaluation of bids and any post-qualification negotiations.
  8. Superintend over the preparation of evaluation reports, including contract award recommendations in accordance with the Public Procurement and Disposal of Public Assets Act.
  9. Advise the Office on procurement regulations.
  10. Supervise the preparation of contract documents and oversee their management.
  11. Submit procurement and evaluation reports to the Auditor General.
  12. Incorporate procurement best practices and conduct market research.
  13. Supervise staff in the procurement unit.
  14. Conduct appraisals for members of staff in the unit.

Qualifications and Experience

  1. A Degree in Procurement and Supply Chain Management/Purchasing and supply.
  2. A Chartered Institute of Procurement and Supply (CIPS) graduate Diploma.
  3. A Master’s Degree in Supply Chain Management or equivalent will be an added advantage.
  4. A minimum of three (3) years’ experience at the management level.
  5. Public Sector experience is an added advantage.

Skills, Knowledge, and Attributes

  1. A thorough understanding of the Public Procurement and Disposal of Public Assets Act and other relevant statutes.
  2. Strong negotiation and communication skills.
  3. Ability to write procurement policies and procedures.
  4. Ability to make sound and good judgment.
  5. Excellent management and supervisory skills.
  6. Excellent computer skills, including SAP.
  7. Must be a good team player.
